Sanjaya Chaudhary, Chitwan, 15 June 2025: Among the seven local levels in Chitwan district, Kalika Municipality has succeeded in maintaining the lowest amount of updated audit irregularities, securing the top position in the district.
According to the 62nd Annual Report published by the Office of the Auditor General in Baisakh 2082 (April/May 2025), an audit was conducted on expenditures totaling Rs. 1.77 billion for the fiscal year 2080/81 (2023/24). Of this, only Rs. 14.67 million—that is, just 0.83%—was found to be outstanding audit irregularities.
As defined by the Office of the Auditor General, “updated outstanding audit irregularities” refers to the cumulative unresolved audit issues from fiscal year 2074/75 (2017/18) onwards, following the establishment of local governments under Nepal’s federal structure.
Kalika Municipality has once again been recognized among the top 10 municipalities in Nepal with the lowest outstanding audit irregularities out of 753 local governments nationwide.
Since its establishment in 2074 B.S., Kalika Municipality has accumulated a total of Rs. 56.67 million in outstanding irregularities up to the fiscal year 2080/81. This year alone, the municipality successfully reduced irregularities by Rs. 1.33 million. With the start of the second term of local representatives, reducing audit irregularities became a priority, and various programs were implemented to address it.
According to Tikaram Regmi, Coordinator of the Accounts Committee and Ward Chairperson of Ward No. 6, several irregular amounts have been recovered and deposited into the municipal account. He added that timely settlement of advance payments, development of necessary laws and procedures, and the continuous effort of the Accounts Committee played a major role in reducing irregularities.
As per the Auditor General’s report for fiscal year 2080/81, Kalika Municipality currently has the lowest outstanding audit irregularities in Chitwan—a total of Rs. 56.67 million.

Mayor Binod Regmi of Kalika Municipality stated that maintaining the lowest level of irregularities in Chitwan has been a major achievement. He emphasized that the municipality is moving toward continual improvement and that this success was possible due to consistent adherence to legal processes and strong cooperation from all stakeholders.
According to Rishi Prasad Kaduwal, Senior Accounts Officer of Kalika Municipality, the municipality has strictly complied with all the financial laws of the Government of Nepal and Bagmati Province during both budget formulation and expenditure. Furthermore, the municipality developed and implemented its own laws, procedures, and standards, enabling this reduction in irregularities. He credited the achievement to the continuous efforts of elected representatives, the sincerity of municipal staff, and the cooperation of all concerned stakeholders. He expressed gratitude to everyone involved.
